Steve-O 473 Posted January 26, 2014 (edited) An empty hex is certainly a system. Empty hexes can be controlled by having at least one non-fighter ship present. I'd say they count for Expansionist, yes. Keep in mind that in order to control a system, you must control the hex itself (with a non-fighter) AND ALL the planets therein. In the case of empty systems, you control all zero planets automatically. If you don't have one of the planets, you don't control the system. If you control all of the planets but didn't leave any big ships in orbit, you don't control the system. GFs are cheap and relatively easy to come by, so controlling all the planets is just a matter of time. The real sticking point on that objective is the 8 big ships (minimum) that you need to get into position to control the "air" space.
