Weirdboy Powa' Burst technique

On the Weirdboy character sheet it says that at psy rating 3 and above a Weirdboy may add or subtract his psy rating from any result he rolls on the Powa' Bust technique.

 

Does this mean that he can add or subtract exactly his current psy rating from the roll and at higher psy rating levels he may completely overshoot or undershoot the power he wants or can he add/subtract up to his psy rating from any roll?

 

For example Zog rolls a 95 on the Powa' Burst technique which results in the power 'Ead to 'Ead

He has  psy rating of 6 because of all the friendly Orks in his mob. Zog would prefer the result of 96-99 I'z Gonna Squig ya but this is only a difference of five or less so he would be unable to choose this result if he had to add or subtract his whole psy rating.

According to Navis Primer, the Weirdboy can add or subtract his WP Bonus, not his Psy Rating. 

 

It also specifically says in the book that it's his Willpower Bonus, not up to the WP Bonus so I would say that you would have to take the result of 101.

So this text on the Weirdboy character sheet from the same book is a mistake?

The psychic disturbances

become more noticeable.

Further, the Weirdboy may add

or subtract his Psy Rating from

the result of any roll that he

makes on Table 4–5: Powa’

Burst Effects (see page 104).

I don't notice any errata online changing what's written in Navis Primer, so presumably one of those is a misprint. I'd say you could use either, but I would still hold to my interpretation of not allowing you to add or subtract "up to" the Psy Rating.

I think this makes sense, especially since the main book mentions that any result above 100 (or above the top of the table) counts as the top result.  So you'd be able to add the psy rating to get the max result, or subtract it to get whatever the low-end would be, but can't choose a more granular number than that.
