Drawing card question

Hi all,

I need help with a (hopefully) simple question.

When the offensive player needs to draw new cards at the beginning of his turn and he doesn't draw any encounter cards, does he draw again like for the defensive player or does his turn end ?

I believe the offense keeps drawing hands until he gets one he can use.

Regardless how unlikely a completely "blank" hand is.

That's what I thought but it's not clearly written anywhere. What got me confused is the rules do specify this for the defense but not the offense.
