You cannot have more than one Raven attachment in play, because it says as part of its text that when you play it, to discard all other attachments with the raven trait from play. For the most part, since playing one White Raven discards all other Raven attachments in play - including other White Ravens, no matter who controls them - no, you can't have more than one in play. That's not to say someone couldn't come up with a way to side-step the "discard all other Raven attachments" effect, but as a practical result in 99.9999999% of cases, there will only ever be one Raven (of any color) in play. 2. Ravens are attached to your House card, not your agenda. And the Raven itself is an attachment, not an Agenda. So as an attachment on your House card (which is considered "in play"), there's really no way it could end up not being in play. So the Raven is considered "in play" and will do things like count as a card at your command and "turn off" something like Bear Island (since it is neutral).
