When determining whether something is knocked over by a weapon with the Concussive Quality, is the damage that is compared to Strength Bonus before or after reduction for TB and armor?

After damage reduction. There is always a Toughness test to avoid being stunned, and if the target takes damage (ergo, suffers damage after reductions). there is also a chance to be knocked prone.
