Encrypted data chip event card problem

Encrypted data chip event card allows you to research either parasite, cloaking field or restoration. Problem is there are 2 types of cloaking field tech cards. Terran cloaking field for ghosts and wraiths and Protoss cloaking field for arbiters. That allows two interpretations. Either it is possible to research only Protoss cloaking field according to rule one race one research or it is possible to research both giving a terran player an option to choose between cloaking field and restoration.

So I ask here which interpretation is correct?

This has been asked before and the game designer (named: YourBestFriend) stated that the cloaking field aspect is for the Protoss.
