What to do with Action Cards and one time effect Political Cards after they have been resolved?

Ok this might be a dumb question, but I'll go ahead and ask anyway. When you resolve the effects of an Action Card or a Political Cards that doesn't remain in play for the rest of the game, what do you do with it?

Do the Action and Political Cards go into a discard pile, never to be used again, or do they go to the bottom of the deck, where it might be possible for the card to be drawn again? I realize some cards specifically say they're discarded, but they are few, and I haven't yet found anything in the rulebook saying what exactly I'm supposed to do with the card once the effect has been resolved.

There are certain cards that specifically referance looking at discarded action cards and political cards. A discard pile should be formed for both action cards and political cards, and should be placed near the draw stacks, in a face up manner. This is just a generally accepted rule, as far as I know. I looked (breifly) for the rules concerning your question and also could not find an actual rules referance, not even the suggested common play area image showed an area for discarded cards.
