Is this the correct sequence?

example:

1.movement phase - Bob Jenkins is in French Hill, he moves to Witch House where is open gate to Dreamlands

2.encounter phase - Bob Jenkins is drawn true the gate

3.movement phase - Bob Jenkins move to the second area of Dreamlands

4.encounter phase - Bob Jenkins have encounter in Dreamlands

5.movement phase - Bob Jenkins returns to Arkham

Almost. Unless and OW encounter instructs you to return to Arkham, the correct sequence is the following:

Turn 1

- Phase II - Movement: Bob moves to the Witch House
- Phase III - Arkham Encounters: Bob enters the Dreamlands
- Phase IV - Other World Encounters: Bob draws and resolves an encounter in the first area of the Dreamlands

Turn 2
- Phase II - Movement: Bob moves to the second area of the Dreamlands (if he wasn't delayed by anything during Turn 1)
- Phase III - Arkham Encounters: nothing (clearly, because he's not in Arkham)
- Phase IV - Other World Encounters: Bob draws and resolves an encounter in the second area of the Dreamlands

Turn 3

- Phase II - Movement: Bob returns to Arkham (if he wasn't delayed by anything during Turn 2, Phase IV)

This is almost correct. It seems you missed an Other World encounter. Remember that the Arkham encounters and the Other World encounters are separate phases. Below is the correct sequence.
 
Turn 1:
 
1. Movement. The investigator moves to the Witch House, where there is an open gate to the Dreamlands.
 
2. Arkham encounter. Instead of drawing an encounter card, the investigator is drawn through the gate and enters the first area of the Dreamlands.
 
3. Other World encounter. The investigator draws an Other World encounter card.
 
Turn 2:
 
4. Movement.** The investigator moves to the next area of the Dreamlands.
 
5. Other World encounter. The investigator draws another Other World encounter card.
 
Turn 3:
 
6. Movement.** The investigator returns to any location in Arkham with an open gate to the Dreamlands, and places an explored marker on that gate. When returning to Arkham, the investigator does not have to fight or evade any monsters guarding the gate. If there is no such gate open, the investigator is lost in time and space.
 
 
** It should be noted that the investigator does not receive any movement points in during this phase. Thus, he cannot use anything which requires him to spend movement points this turn.
