The Qax on Macron?

Here's the deal. The Qax technology tells me to give it to a player I invited to ally with me, and they must accept and send four ships. If I give it to the Macron, will Macron send four, for an effective sixteen?

If this came up in one of my games, I would rule that Macron would send only one ship (worth 4 as usual).

However, in previous editions, I think Crystal was able to force Macron to bring multiple ships.

 I would say that Macron can send only 1 ship in any occation.
