Maester Aemon [Targaryen] (F 49)

Hello again. We are having a lot of troubles with this character, the Targaryen Maester Aemon (F 49).

He looks very similar to his Neutral twin bur he's got a vital difference: his ability is not a Response but an Any Phase ability.
This makes him unable to save anyone from dying, since an ability can't cut the timming of an effect unless it's a save/cancel Response or a Passive Ability. So, what is Maester Aemon's (F 49) ability good for?.

It's a typo. An printing error on the card. His ability should be a "Response."

You are exactly correct that an "Any Phase" save effect is useless.
