What it could be is Jeremy Z., Unique Neutral or Haas-Bioroid Upgrade - Sysop Ambush where it would be like "While this card is here (even unrezzed, otherwise it's a giveaway ), ICE can be placed face down like an agenda and can store advancement counters with a trash cost of 0. trash - Runner accessing rooted ICE suffers subroutines, with the cost of 1 advancement counter per subroutine" or something like that.
