This icon means that you don't need your Dragoon to be a Front-Line Unit  in the skirmish to use this card abilities. The same rule includes any other cards with Specialty Support Icon:

"This icon only appears on Reinforcement cards and will always be found in conjunction with one (or more) of the Unit Icons on the card. The presence of this icon simply indicates that the special ability of this reinforcement card can be used if the portrayed unit is the front-line unit or a supporting unit in that skirmish."

BTW: Preety usefull card (Singularity Charge), also if you don't have good Combat Cards for your Dragoons. You can use them with it as powerfull supporting units (+2 to attack).

You hit it exactly cyb3k.  A dragoon supporting for +1, plus throw in a singularity charge for another +1 to give you +2 from just one unit!  You usually need to have a high end unit like a reaver or carrier to get +2 from one unit.

The great thing about this card is that it is one of the few cards that you can also use with a frontline dragoon without any supporting or assist units.  Your singleton frontline dragoon can have the added benefit of +1 to a skirmish at a cost of 1 gas, without having to pay more for the cost of buying a unit that would only give +1 when it supports.  And because the dragoon attacks both Air and Ground targets, the +1 will affect both types of targets, unlike when you have to check other supporting units attack capabilities to see if the support value qualifies to be added.  Not only that, but a dragoon that you pay 3 resources for can now take down a BC or Carrier all by themselves.
