a quick question about which affect effects the icon struggles

 my question is which characters text box applies when they change which icons solve for struggles? for example if

does active player's card override the other card?

In this case, Pan overrides Campbell.

Campbell states that Arcane icons are used to determine who wins a terror struggle, but Pan states that skill is used INSTEAD to determine all icon struggles.

Agreed, IIRC in the FAQ there's a similar scenario involving 'Parallel Universe'.
