Can the Runner look at the face-up cards in Archives at anytime?

As stated in the original 1996 Netrunner rulebook on page 34,

"The Runner can examine the contents of the face-up pile at any time…"

Does this rule still apply to AN:Net?

It is in the rulebook on page 6

 

Both the Corporation and Runner may look through the
faceup cards stored in Archives at any time, and do not need to
maintain the order of its cards while doing so. The Corporation
can also look at the facedown cards in Archives at any time; the
Runner cannot.
