I recommend to start with a core set and make a decision which house i like the most and than have a look at the contains of the chapter packs here: tzumainn.com/agot/cards/ That way you can decide which packs provide the cards you need for your decks and play styles. If you are indifferent about that and have the money you can buy each chapter x3 and have literally every deck building possibility you like. About Stahleck, i don´t know which tournament formats will be supported this year in the Stahleck tournament, i bet that most people will prefer the old standard format (without Winter Edition block).
