So, since "military claim" is changed to "power claim" by Double Bluff, your ability to say "I won a military challenge" is also changed to "I won a power challenge." Essentially, he is saying your status as "winner/loser of X challenge" is an effect of the challenge itself. And, more to the point, he is saying that the "X" in that is determined by the challenge resolution, not by its initiation. I think he has convinced himself that because Double Bluff says "effect of winning the challenge" instead of "claim effect" that the two terms must mean different things.
