Newbie's question on building deck

Just bought the WH:I core set on this Friday.  But I have some confusions & would like to clarify.

1. According to the Core set rules of play, each player will randomly pick 10 out of 24 natutral cards to play the game.  But in the normal competition, players should allow to pick their favorite neutral cards into their deck.  Is that right?

2. Are there any no. limitations on putting Unit, Support, Tactic & Quest cards into own deck? (understand need to bind within the limit of min. 50 & max. 100)

1. Yes, since randomizing neutral supports is just a suggestion to make game more interesting/balanced when playing Core Set.

2. There are no limitations, except limitation that you can have no more than 3 copies of each card per deck.
