A Couple of Greyjoy Questions

 I just recently picked up the Greyjoy expansion pack and some other chapter packs and came across a couple questions.

 

The first question is in regards to the Priest of the Drowned God. He has an ability that targets someone with the chalice crest - and it targets to give one of them +1 STR. Then it says limit twice per phase. My question is when it says "limit twice per phase" does that mean twice per phase in general, or for a particular target? For example, can I target something twice, then something else twice - or is it just able to activated twice. A follow-up question is (and I don't see why I wouldn't be able to) can he target himself?

My second question is in regards to the card Burned and Pillaged. If I attach this to a location without an initiative or gold modifier what happens? For example, if I stick this on to an opponents Sunset Sea do they still receive the penalty to their over all gold and initiative? Or does it just reduce the amount that the location would provide?

Limits are placed on effects as the initiate (unless otherwise specified). So that means you can initiate (ie, "use") his ability twice. If it meant "limit twice per target per phase," it would say so.

And yeah, he's a legal target for his own ability.

What would you do with a location that had a "-1 gold" icon, and no other "+1 gold" icon? You'd add it into the gold count for that player when they became the active player in marshalling, right? That's the important thing to remember here; those +/- gold icons modify the overall income count, not the income bonus of the card itself. So Burned and Pillaged, like other gold bonus modifiers, are added into the count, not the card it is attached to. Said another way, if you put Burned and Pillaged on a Goldroad, the Goldroad does not adjust itself to have a +/- 0 modifier. Instead, it has one +1 modifier and one -1 modifier that are both added into the income count. You do not combine them on the card and apply the result to the count; you add them both individually into the income count.

Anyway, that's the reasoning behind why it doesn't matter whether you put Burned and Pillaged onto a location with a gold bonus or not. (Although, you probably don't want to put it onto a location like Sunset Sea that the opponent can discard pretty much at will.)
