How to Make Custom Civilizations?

I've tried searching the forum for an answer, but of to no avail.  

For some time now, I wanted to play as some of the other Civs., such as the Mongolians - lead by Ghengis Khan or the Greeks - lead by Alexander the Great or other Civs. found throughout Sid Meier's Civilization franchise on both the PC and gaming consoles.  I was wondering:  How do does one go about creating a custom Civ. Sheet, based upon some of the other Civs. found in Sid Meier's Civilization franchise as well as a custom Home Tile for each of these Civs. found throughout Sid Meier's Civilization 3-5?  What resources, PC equipment, and what computer programs (if any) will I need to make a custom Civ.?  I'm going to use a PC as my medium, as I am familiar with the PC itself than any other art form at my disposal (Which is somewhat limited).  I'm not looking for new Tech. Cards, Buildings, Wonders, Resources, and Etc. but rather I  just want to know how to make a new and professional looking custom Civilization Sheet and some new Home Tiles.
