Artillery strike with mulitiple units

but Spoters (unit with artilery strike ability) can use their second action for second indirect fire

 The problem is that, according to the rules, once the unit calls for an artillery strike it is immediately deactivated. Its turn ends then and there. You do whatever you want with your 1st actions, and use Artillery Strike with your 2nd. If you try to do it the other way around, you'll lose your 2nd action.

So no, not possible for a unit to call in two separate artillery strikes in a single turn. Nor is it possible to call for two different strikes with a single action.

i think you misread rules or i read them difrently

Follow these steps to make an indirect shot:
1. Activate (as normal) the observer unit that has the Artillery Strike ability, as you would
any other unit. It can move, attack, etc. For one action, the unit can order an artillery strike
(1 ACTION).
 
 
This is part about spotters - one action is used . Deactivation is not defined in rules, here it just means that we move attention to Artillery unit.
 

3. After you have completed the attack, the artillery unit is also deactivated. The indirect
shot automatically uses both of that unit’s actions.
 
 
THIS is part about artillery, it says that ARtillery that is activated by ARtillery Strike ability uses both it action and cannot do anything in that rund.

This is referring to the Command Sqaud or Observers Unit which allows you to move or shoot B4 you call the artillery strike.

2. If you decide to make an indirect shot, the spotting unit is immediately deactivated and
the unit that’s carrying the artillery weapon is activated. You then fire the indirect shot with
the artillery unit. This attack is resolved just like a normal attack.

This declares that the Command Squad or Observer Unit is deactivated then the artillery walker is activated and performs the indirect shot. Which also means the Command Squad or Observer Unit is done once its deactivated it cannot reactivate until next turn as stated in the Dust Tactics Rulebook. Unless you have another command squad to reactivate this command squad.

3. After you have completed the attack, the artillery unit is also deactivated. The indirect
shot automatically uses both of that unit’s actions. In this way, you have activated two units
in a row: the unit that ordered the shot, and the one that fired it, both on the same turn.

This declares that the artillery walker used both actions to make the indirect shot and that both units are used in a single turn.

No where does it says the Command Squad or Observer Unit is reactivated after the command squad.

As arkangl quoted from the rules, it does say that the observer unit is immediately deactivated after it calls in Artillery Strike.

PS: I'd refrain from calling Observer squads "spotters", as the Spotter ability has nothing do with artillery.
