Cloak of Feathers in the inner region?

The Cloak of Feathers says it can be discarded or dropped (I don't remember which) to teleport the wearer to any space in the same region. Unlike other cards (such as Teleport), it doesn't specify that it can't be used in the inner region.

Would you say that it could be used in the inner region? If so, can the wearer bypass the Valley of Fire and teleport straight into the Crown of Command space?

really? as far as i remember, the rulebook stated that characters can not teleport in the inner region..

we've been playing for so long, i cant even remember -

It's usually on the card itself where it bars use in the Inner Region. The only cards that allow it are Cloak of Feathers and Arknell.
