Maybe I'm misreading the rules.

 

The table shows what happens when Attack > defence (hit + possibly damage)

And when Defence > attack (counter attack, possibly with bonus)

But what happens when they are equal?

 

Options:

Miss without counterattack

Hit with no damage

something weird

Based upon what I just reread on pg. 80 of the core book;

As long as your combat margin is not a negative number, you have hit with no damage. Any number that is a negative number means your are open for a counterattack. So, systematically, 0 or greater means you have hit the opponent, but either the armour or active defense have mitigated the incoming attack to varying success (in the case of an exact 0, it was a good defence or very poor hit). As soon as negative numbers appear, that is a solid miss.
