Spells that require a test against a characteristic other than defence.Armor soak value.

 When I use a spell which requires a spellcraft test against my target's willpower and that spell deals damage do you reduce that damage by the target's armour soak value and  toughness?

Also,when a player uses an attack that ignores the monster's armour soak value it means that the number inside the parentheses beside toughness is ignored,right?

Unless the card states otherwise DAMAGE is always reduced by soak and toughness. If the card inflicts wounds instead, then those are direct wounds not affected by soak or toughness.
