Placing Monsters?

 Havnt played the game yet, just setting and reading rules. Cant work out when monsters are placed on board and where. Do the keepers action cards place them? Or can the keeper put them on the board where he likes.

The cards are quite specific on this.
If they can be used to spawn a Monster, a location or a condition is given.
If they don't explicitly say you can spawn something by using them, you can't. You'll have to wait for Events to do the spawning for you ;)

Yes - sometimes it is not obvious even to the Keeper (if he is new to the scenario) where the monsters will arrive or when.

You also need to read your Keeper action cards carefully.  We had one first time Keeper knowing he had the ability to animate a corpse, but not realizing that the same card allowed him to place corpses as well!

Or the people wasting 1 Threat on, and spending their "once per turn" use of Take Sample to place a token on the altar!

Yeah, it really seems that the monsters are much harder to bring out, and so they tend to have more impact. I just played the story where you get to place and animate zombies, and it really threw the players for a bit of a loop. They know they're coming, but they're not entirely sure when... could be next turn, could be much later.
