Armor units in Battle Fleet Koronus

In the Rules of War section of Battle Fleet Koronus, the rules for ground war say that a unit's Strength is equal to 10% of the number of soldiers in the unit.  So a unit of 500 Imperial Guardsmen has a Unit Strength of 50.

 

My question is what about armor units?  Ten percent of "the number of men" in the unit is a little ambiguous.  Does it mean the number of crew or the number of individual tanks?

It covers the crew, support staff, mechanics, etc. Basically it makes the "number of soldiers in the unit" the same as with infantry units.

Thanks!  That makes sense.  I guess I was thinking too literally about what is an abstract system of conducting combat!
