It includes the +30 scale modifier. Meaning the best you can get is:

 - A scarce best quality item.

 - A very rare good quality item.

 - An extremely rare common item.

 

Or you could make use of the Combining Acquisitions rule (pg 271) for items that work together (such as a gun and a red dot sight).

So lvl 1 explorator can get both power armor and best quality muscle grafts bringing his Strength score to 70 putting only 15 points in strength, and his SB to 12 with Unnatural Strength x2 from implant.

Not from the free acquisition alone. For one thing you are talking about two separate items, for another power armour has been changed to Extremely Rare in the errata.

 

It might be doable using the explorators free starting implants, but only if muscle grafts count as "bionic implants". Though I'd advise him to not waste his XP on upgrading  them during character creation when he can pick them up later via an acquisition test.

Penal World lets you reduce the availability of an item by one step for acquisitions, that's enough to get power armour. Its how the astropath in my game wound up with an inquisitor's personal suit of armour. First session had him accidentally running into a biologis heretek who kidnapped him to find out how the inquisition had tracked him down. Fun times.

And you were asking about power armour + muscle grafts, which is two separate items.

 

You look right about the stat boosts from the muscle grafts. However muscle grafts are Rare, so best quality ones (the only ones that give unnatural strength) are not an option for the starting acquisition.

If a player uses them, don't forget about the penalty to all AG tests. It's only -10, but it is a tradeoff they will need to consider.

Where would non-Mechnicus get the best quality muscle grafts from at char creation?

All modifiers for them summed up leave you at -10, so you can't get them as your starting acquisition.

None of the Origin Path choices allow for the acquisition of best quality components.
