You won't find a rule that says anything about gold tokens on characters in the Taxation phase. What you will find is the basic Taxation rule saying that all gold in your gold pool is returned to the treasury during Taxation.In this game, if there isn't a card or rule telling you to do something, you don't (and even can't) do it.
