It's considered a waste of spell limit. So does the caster have to spend his own Fate to boot? So "wastes" a Spell and a Fate? At least with the target rolling, if they roll poorly and want to avoid getting zapped bad (say losing all Str or Craft except value), they have to spend their own Fate. It can work wonders when cast just before another char enters Mines/Crypt if you can get them to roll a 1 and/or 2/3 (whichever stat they want to keep). You don't have to use a Fate; it is not required. But yes, you can use a Fate to roll again, if you want to foolishly waste it on such spell. We've ruled that if the caster uses a Fate, only then can the target use one as well. Doing otherwise eliminates the innate concept of the spell... random, not controlled. This spell is a like joke that's funny the first or second time. After 20 years of being retold, it has gone well beyond "old and tired." Our way at least allows it to be something worthwhile to the caster, and then allows an out for the target as well. Less of a tired old joke, and potentially more useful at a cost.
