ktom 598 Posted October 30, 2010 Another way to look at it: the rules say you can have 3 copies of a card by title in your deck. Street of Steel says "1 per deck." So you go by that. These plots are the same situation, just in reverse. It's just this weird thing in human nature that a card saying "limit 1 per deck" when the rules say 3 is accepted as an exception more readily than a card saying "up to 2 per deck" when the rules say only 1.
