Days of Ice and Fire Tournament Rules Question

 The rules PDF says:  Plot decks must number exactly seven cards and have no more than one of any plot card with the same title.

Is this strict, or does this mean "Unless the actual plot card says otherwise."?

All rules are pretty much "unless the card says otherwise."

 Thanks, ktom. I thought at first that the rules said "no more than one of any plot card" meaning any plot card, even the ones that say you can have two.

Another way to look at it: the rules say you can have 3 copies of a card by title in your deck. Street of Steel says "1 per deck." So you go by that. These plots are the same situation, just in reverse.

It's just this weird thing in human nature that a card saying "limit 1 per deck" when the rules say 3 is accepted as an exception more readily than a card saying "up to 2 per deck" when the rules say only 1.

Not that it matters, but in Legacy Highlander the "highlander" rule supersedes the plot card text.
