Henchmen, am I doing it wrong?

Tome of Adventure states that Henchmen operate in numbers identical to the amount of the player's group. So three PCs means Three Henchmen in one group working together which adds 2 fortune dice to the attack turn of the Henchmen, right?

In the Gathering Storm during the Beastmen encounter it states: 'around the clearing are 2 standard Gors and 3 Ungor Henchmen per PC present'

Does this mean that there are 3 henchmen groups with 3 henchmen each present (if the party has 3 PCs)? Or is it just one group of 3 henchmen?
