0 Cost, no steadfast, faction specific cards.

Hey folks,

Just a question on 0 cost cards, that have no steadfast, but belong to specific factions.  (Pulled Under, Snow Graves, etc).  Can you just slap them in any deck at all and play them?  If so, barring effects such as "all cards you control belong to a faction" or "play cards of a different faction", is there any reason to have these cards not be neutral?

(FYI: My take on it is that yes you can play these cards without any resource matching out there.)

Short answer, yes.

As for why they are not neutral? Not sure, but having a slight benefit to its home faction by being able to used as an on color resource is not something to be ingored I guess.

So, if it has no cost, no steadfast, no in-text restriction you are free to play them in any deck you so choose.
