Strange Eons characters with irregular health and sanity

Is it possible to make characters in this program with health and sanity below their usual levels with this program, such as Wendy Adams (4 Sanity, 4 Stamina) and Calvin Wright (4 Sanity, 5 Stamina)?

Yes, look in the "Special Fixed Possessions" block on the Possessions tab and you will find the drop down menu that allows you to do that.
