So if Emerald Empire and Path of Waves are setting books

More in depth description of the Gaijin Cultures, because currently how to make a custom culture is very vague mechanically and the selection isn't too numerous. Although granted I don't know what kind of licence FFG (now Edge) bought from AEG, so that might be troublesome.

I mean, I could see like a "crime and punishment" book with rules relating to everything from bandits and pirates to organized crime (backed by Samurai possibly), and the magistrates who hunt them but that could also be in say, a Scorpion book.

I found the ruse annoying at the time.  It was just getting into some quite interesting discussions on how the economy ought to work, you turn the page and Taka goes, "well that's enough of that."

This is just a guess, but I suspect the Dragon-themed "temples and wild places" book that Edge sort-of announced they're working on would be the next setting book. Assuming they're sticking to the rotation of two sourcebooks between each setting book.

If it's Dragon-themed, then it is a continuation of Shadowlands (Crab-themed), Courts of Stone (Crane-themed), Celestial Realms (Phoenix-themed) and Fields of Something (Lion-themed).  The setting books aren't themed around Great Clans

exactly. If you look Path of Waves and Emerald  Empire are bigger books.

I expect the next "Setting Expansion" book that we will see will probably be a "Minor Clans & Brotherhood of Shinsei" book, as while I believe Writ of the Wilds will have some details on the Brotherhood, they really do need to be fleshed out fully to the pillar of Rokugani society. Similar to how Path of Waves is "Ronin & Gaijin", I think the Minor Clans book would be good to have the Brotherhood in there too.

Right now, Edge Studios has specifically not confirmed if they are doing another Setting Expansion after Writ of the Wilds. I would expect, honestly, for them to finish up the Great Clan splats before moving onto another Setting Expansion, if only because they will have only the Scorpion and the Unicorn left to cover after Writ.

After a Minor Clans book, if I were planning for the RPG, I would actually take it a step PAST the "Imperial Histories", and go with an entirely new "Core Rules" set during a different "time period" of Rokugani History. "Legend of the Five Rings: The First War" would be good, also a "Legend of the Five Rings: Thousand Years of Darkness" for the 'What if Fu Leng wins?' scenario.

Think of it as less "new core rules" and more like "Age of Rebellion" / "Galactic Republic" books from Star Wars. Basically, a book which can entirely stand on its own, without the Core Rules of the L5R RPG, built around building the sort of "larger than life" heroes that made up the Seven Thunders and the Founders of the families of the Great Clans.

And because the sort of rules which would apply to "modern" era L5R, like School Curriculum, would not apply necessarily to the "Dawn of the Empire". There's no studying at the Kakita Dueling Academy, because the Kakita Dueling Academy hasn't been started yet. That alone is an entirely new overhaul of the campaign. No Great Clans as well would also be an overhaul.

While Path of Waves does a good job in supplementing and adapting the Core Rules, it does not stand sufficiently on its own. And once you release a new Core Rules for a different Era, you open the door for additional splat books balanced on that Core Rules, rather than the original core rules.
