It doesn't follow on from any other adventures, but does pick up a thread hinted at in Emerald Empire.

There is no recommended character rank on the module, just the 'dead PCs' requirement.  It can probably be run for most PCs without too much tweaking and refers to the encounter difficulty guide when doing larger conflicts so that it can be balanced to the group.

Not specifically*, but it does suggest having a meeting with people they know are dead.  That could be Satsume specifically quite easily, if you started your campaign with the starter box and Castle of the Emerald Champion.

*unless you count Ryoshun as a celeb

Yep, they are Mazoku, the natives of Meido, for which there are a couple of different stat lines and also individuals created by applying NPC templates.

Mazoku can be antagonistic or helpful, depending on what the characters do.

and there's a bunch of oni for the part that takes place in Jigoku
