If they are part of two separate factions it shouldn't ever come up, correct? None of the rules allow for mixed faction armies, even the option team battle rules. I wouldn't have been surprised if they had used different names to specifically prevent the command cards being used across factions then, rather than potentially allow them to be used regardless of army.
