You can't draw Gong of War in the Inner Region. It's a Place card. But does it really say that you can summon a Character from the region you're in, or a Character in any region? And most important: is the Character just summoned for the combat (like the Arena card) or is brought to that space "physically"? I forgot the text is the same for both cards, perhaps because Arena summons a Character in the same region (Outer or Middle) and this has never been relevant when it happened. Gong of War can summon a Character to the Highland (because it's a Highland deck place card) from any Region, I believe including the Inner Region...so definitely an effective card to stop rushing Characters. It’s a CoC puller... However, it does appear to be a pulling to fight. The way I read the above, you can’t steal with the Thief, trade with the merchant… it has to be a fight.
