It doesn't work against the hawk, as Hardened Bulkheads only works when you overlap or are overlapped by a ship of a smaller size class. The hawk is large and you can only equip it to a large ship. If the Starhawk has bulkheads, and is rammed by garels, the net result is going to be 2 cards on each ship if amity wishes - but one of amity’s will be face up.
