It doesn't work against the hawk, as Hardened Bulkheads only works when you overlap or are overlapped by a ship of a smaller size class. The hawk is large and you can only equip it to a large ship.

If the Starhawk has bulkheads, and is rammed by garels, the net result is going to be 2 cards on each ship if amity wishes - but one of amity’s will be face up.

 

If amity was rammed by a regular non Garels hammeehead, then the net result if amity wishes is 1 on amity, 2 on the hammerhead.

 

0+1=1 after all

Oh, I thought the question was what happened if a ship with Hardened Bulkheads was overlapped by the Starhawk with Amity, but re-reading the question I think you're right, it was regarding Amity with Hardened Bulkheads.
