The spell weaknes?

This came up in are last game.

A Character  land on another character and wish to do battle. But after the attacrolls have been made, he says he wants to cast the spell weaknes, and so whinning the game. I say no to this.... all spell must be cast before the attacroll so no no. But on the spell it says "at any time"...... so now i got cunfused, but still think you must cast this before the battle?? what do you think? This player is kind of new  to the game,  so I feelt a little bad that i did`t remind him of that rule.... but I can`t think of everything at all time

Must be cast before the combat rolls.

"Any effects or abilities that
affect a character’s Strength or Craft must be implemented
before the attack roll is made." (p. 10)
