yes as long as the ship can get 6 engineering points - larges have a base value of 4, so with the Dial+token is used they will gain 6 points - it costs 3 to repair one damage, so two damage cards can be removed.

If you're talking specifically about the upgrade "Repair Crew" then no. You can only use each command once per activation. So if you spend one thing to trigger Repair Crew, then you can't use the other later. If you spend dial and token together, it adds no benefit, since you're taking the Repair Crew benefit "instead" of spending engineering points.

I've always wondered about this....

Can a Repair Crew flotilla with repair dial + token repair one of its own shields with the dial and also in the same turn remove a damage card from a nearby friendly ship using the repair crews and the token?

I don't think so - since the card says "Instead of spending engineering points...". Resolving the dial + token still counts as one instance of resolving an engineering command. You would basically be wasting a dial at that point.

I would argue no, because Repair Crews says instead of spending Engineering Points, you may discard...etc ...on the other hand, the order in which you spend those Engineering points is up to you, so maybe as long as you recovered the shield first, and then since you still have points left, 'instead of' you can resolve the rest of the command?

You cannot. The timing for the choice occurs before any engineering points are spent. Once you spend any engineering points you have missed the timing window.
