Why French pdf of The Legend of the five rings RPG are not available?

I ask Edge/fantasy flight games France (who translate The Legend of the five rings RPG in French) why the French pdf of this game are not available for purchase. They said it is because the right holders of the game are not agree. But I don’t understand why? It will be great to propose to buy the pdf in French of the Legend of the five rings RPG (they are available in English).

Rights to various properties are sold in various language / format combinations separately.  So this could mean that FF parent wanted different percentages for PDF translation, as opposed to print, and the French company didn't want to pay it.  Or just that they aren't selling digital other language rights.  Its really a question for FFG directly, rather than a forum post.  I'd suggest using the contact us link on the main FFG page!
