They were sometimes the rikugunshokan of an army of that daimyo as well, his minister, or his chief magistrate. One of his duties were to handle the daily affairs. " (https://l5r.fandom.com/wiki/Karo) 40-49 would be equivalent with a gunso, or ANY magistrate, not the chief magistrate? You have Daimyō whose status rank is as low as 50 on that table as well, even if that's probably too low and no Daimyō should be under 60 status.
