I posted some alternate rules for artifact creation which have been useful for a while now, at least until the new sourcebook comes out in English. Four posts below yours on this page, a thread called GM Created 'Magic' Items. Note: the three basic levels of power for an artifact correspond to the 1, 2, or 3 Creation Point cost in the Advantages section, if the artifact is being created for use with a starting character.
