Edit: I don't think it's possible to leave a planet "unoccupied," I believe the rule is you have to have at least 1 GF on a non-Capital planet. That was my understanding too, thanks. I feel like people are playing more conservatively / cooperatively, which is why it's taking a while (most of the objectives require violence). No one is at 5 points yet, but once someone hits 5, they'll be 1 objective away from winning (the one that gives you 5 points), so it might be a different ballgame after that happens.
