There needs to be a rules reference update in any case, for various new rules.

Maybe this "... 1 device in the system phase..." Or "... 1 device per phase...". Both of these would stop double device slot ships from dropping 2 bombs natively but allow for pilot abilities. The second suggestion would stop Paige Tico + VTG nonsense on the starfortress.
