Jyn Erso FAQ RE: "Friendly Ships at range 1-x"

Well hello there...

The FAQ on Jyn Erso's ability states that she is able to influence the ship she is on while the text reads "[...]friendly ships at range 1-[...]".

Does the phrasing "friendly ships at range 1" always include the emitting ship as a rule of thumb?
