Eh, I don't know about that. The rules on page 7 are specific about overwrite only applying to characters:

 

"A player may discard an upgrade already on a character to decrease the cost of a new upgrade being played on that character by the cost of the discarded one. This is called “replacing an upgrade” and each player can only do this once per round."

 

If FFG has clarified that "replacing an upgrade" work for vehicle mods, I don't know where they've posted that.

This Question came up during the locals today. Has this rule changed since the early December (the Holocron Update) or not? The TD made a solid argument that atm (according to the rules) he could overwrite them.

As far as I know they operate like upgrades. you can still only have 3 on a thing, and you can overwrite but you can not do more than 1 overwrite per turn and they count as your overwrite for the turn. You can replace after the first overwrite but would have to pay the full price.
