Trevize84 413 Posted November 26, 2018 (edited) No, Fool me once is during your activation and Rebel Graffiti is at the end of your opponent's activation. So you can't stop Sabine to use it. Also if discarded, Sabine can't draw the card anymore so Fool me once is totally useless.
