The locked techniques that are not normally available can only be purchased while training in that rank if that trait isn't otherwise available, as opposed techniques that can just be purchased early. Correct! The rule is on pg. 97 under Restrictions and Prerequisites. It explicitly says "for the current rank in their curriculum" for privileged access.
