Can you use Agasha Shunsen's ability to attach Height of Fashion?  The former's ability must be used during a conflict, the latter cannot be played during a conflict.  Would Height of Fashion be considered played?

Yes you can. You're not playing Height of Fashion, just putting it into play, so you're free to pull out a Height of Fashion in the  middle of a conflict.
