Start of Activation ability timing

Example given was Palpatine's Tempt and Motivation. Tempt is start of activation, Motivation is during your activation. People on the Slack seem to think you can do them in any order, but I thought start of activation abilities had to be used first before any "during your activation" abilities because they don't share the same timing window.

You cannot be "during your activation" unless you have started your activation. An activation consist of

1. Start of activation trigger
2. During an/your activation - between start and end of activation, but not while performing another ability (whether action or not)
3. End of activation trigger.

So can you use Motivation before Tempt in the same activation?

No.

1.Tempt - at the start of activation.

2. Emperor and Motivation during your activation.

Another way to look at it: "during  your activation" abilities do not have a trigger. Tempt has a trigger.

you can't. I got a rulling from Tod concerning end of activation abilities being the last to resolve, so it is reasonable to conclude, that start of activation abilities follow the same rules.

1. Does "end of your activation" timing window:

 

a) belong to activation (just like end of the round belongs to round) 

 

b) is resolved after the activation.

 

Essentially a). It happens “inside” the activation as a sort of cleanup step where only triggers can happen. “After” activation effects happen in a similar step right afterward.

 

If a) - is it possible to trigger effects that can take place during activation (excluding of course actions, which obviously cannot be performed) ie. force surge into emperor or force surge into heroic.

 

No. Optional “during your activation” effects must be used before you optionally “end your activation,” which then causes the trigger for any “end of activation” effects.
